Ring with blue stone is on the left handside of the bank by the 4th palm tree from bottom of screen, it is a little light blue stone, barely see it.

Level 38..I beat it with 4 banstands, and a judging booth, once you get your waffle goal tear them down and build judging booth, must build bandstands asap
