The same thing has just happened to me (am on my second run through because of sceptre problem). Did you find a solution?

Have a different HOS in library from the one shown in the strategy guide. Mine includes a pterodactyl! Sceptre is in green ie hidden but I can't find where it's hiding. Any ideas?
