Combine the pliers with the chair spring.
It straightens it out and then you can use it to open the chest.

Start by tapping the glass near the fish. When it starts to come near move your cursor continuing to tap, eventually leading the fish over to the rope. When it touches the rope it separates and you can collect it by going back up on deck
