I have tried every which way to move the pieces and I make the correct picture, but nothing happens. Can't go any further because of this......any suggestions?

There are 3 skulls on a treasure chest with precious stones. These skulls have # 1,#3,#1 inside mouth and suppose to reveal an item. How are the stone to be used? Don't understand this one...............help?
